Driving licence medical certificate
The purpose of the health examination is to confirm that the person has no health-related contraindications to driving a motor vehicle and is in sufficiently good health to participate in traffic.

Application process
To apply for a driving licence medical certificate, first fill in the electronic health declaration in the national health portal terviseportaal.ee. This creates a pre-filled certificate application, and you can see what is required to obtain the certificate, including whether you have any diagnoses that may prevent it being issued for the intended category. Whether a diagnosis is an obstacle is decided in each case by the healthcare professional performing the examination, who also sees the pre-filled declaration.
If you cannot complete the declaration digitally, it can also be filled in at the appointment. Filling in the paper form adds 10 € to the service price.
You can then book a family nurse appointment, where the necessary examinations are carried out: blood pressure, visual acuity and field of vision, body mass index, neck circumference and blood sugar.
NB! Please do not eat or drink for at least 2 hours before the examination (plain water is allowed).
Please bring with you
- identity document;
- any aids used permanently or while driving (glasses, contact lenses, hearing aid, prostheses, etc.);
- if you have sleep apnoea, a specialist's confirmation of the use of the treatment device.
Important to know
- The doctor may request additional examinations or specialist assessments, and may decline to issue the certificate if your health does not meet the requirements.
- Doctors issue e-certificates — the certificate is transmitted to the Transport Administration electronically.
